In all the vast expanse of a newly verdant Arrakis, re-engineered from its desert-scape by God Emperor Leto II, there was no “public” place more sacrosanct than the Forbidden Forest. All citizens of the Imperium know this. It is said, in village and hidden seitch, that the prohibition exists because Leto II is reminded of many young lives that he can only experience through his memories. We can see, from the quote above, that this was not so.

The Forbidden Forest exists primarily as a lure to “test the faithful”. In times long before the events of DUNE, the faithful tested themselves with pilgrimages, climbing Mount Everest, or walking in the “steps” of their chosen saviour. In the Imperium of God Emperor Leto II, he is the end of all pilgrimages, he is the ultimate mountain, he is the Saviour Incarnate, and the only way to surprise him is through the Forbidden Forest. He is rarely surprised.
